Riyadh, Saudi Arabia — A new regulatory framework, the Riyadh Infrastructure Code, will come into force on August 7, 2025. It applies to Riyadh, including the capital city and 22 surrounding governorates.

Riyadh Infrastructure Code to Standardize Roads and Utilities in 400 km² Region

The code spans about 400,000 square kilometers and sets unified standards for all stages of infrastructure projects, from planning to operation and maintenance. Announced by the Riyadh Region Infrastructure Projects Center, the Riyadh Infrastructure Code is the first regional code of its kind.

It regulates eight phases of infrastructure work and applies to multiple road types, such as expressways, arterial, collector, and local roads. The code also governs underground utilities and sensitive zones, using clear protocols to reduce service interruptions and enhance safety.

Core Principles and Regulatory Structure

The code has six guiding principles: safety and oversight, efficiency and improvement, collaboration, technology use, sustainability, and community focus. It features a performance monitoring system and a violation classification matrix. These tools help enforce accountability across all projects.

The code aims to improve coordination by aligning the roles of agencies, contractors, consultants, and utility operators. As a result, project delivery is expected to become faster, safer, and more efficient.
