Title Deed Process Expands Across Madinah and Eastern Province Districts
The registration process is available online through https://rer.sa/ or at designated service centers. Property owners must submit valid ownership deeds that meet regulatory standards. Each registered property will be assigned a unique “Property Number” and an official title deed containing legal, geospatial, and rights-related information.
The General Real Estate Authority selected the districts based on specific eligibility criteria. Future phases will expand coverage to other regions across Saudi Arabia.
Real Estate Reforms Support Market Transparency
The Real Estate Registration system strengthens market transparency, enhances legal certainty, and promotes infrastructure sustainability. It also supports Saudi Arabia’s efforts to develop a reliable property market as part of Vision 2030 objectives.
The authority confirmed that these reforms aim to increase investor confidence, ensure clear property rights, and simplify real estate transactions.

The targeted districts in Madinah, Buqayq, and Al-Ahsa demonstrate how phased implementation can efficiently manage large-scale property reforms. This approach supports balanced growth across Saudi Arabia with future phases planned for additional regions.
As Vision 2030 prioritizes real estate sector development, initiatives like this streamline property registration and ensure legal protections, attracting new investment.
