Riyadh, Saudi Arabia — Saudi Arabia led the second round of negotiations for the GCC Japan Free Trade Agreement in Tokyo, as part of efforts to strengthen the Kingdom’s global trade partnerships and support regional economic integration.
GCC Japan Free Trade Agreement negotiations advance in Tokyo
The Saudi delegation, headed by Mr. Fareed bin Saeed Al-Asli, Deputy Governor for International Agreements and Organizations at the General Authority for Foreign Trade, represented the Kingdom during the negotiations held from June 30 to July 4, 2025.
Saudi Arabia, in its leadership role, is responsible for supervising, monitoring, and advancing trade negotiations to align with national trade objectives. The Saudi negotiating team ensures the Kingdom’s positions are reflected throughout the discussions.
The delegation included nine technical groups covering key areas such as goods, services, investment, legal frameworks, e-commerce, intellectual property, government procurement, rules of origin, and economic assessments. These groups comprise representatives from 46 Saudi government entities, tasked with preparing proposals, coordinating positions, and reporting progress related to the World Trade Organization (WTO) and free trade agreements.
Japan and Saudi Arabia’s economic relations and growing trade volume
In 2024, trade between Saudi Arabia and Japan reached approximately $36 billion. Saudi exports to Japan primarily included mineral products and organic chemicals, while key imports from Japan comprised vehicles, automotive components, machinery, and tools. Saudi Arabia recorded around $28 billion in exports to Japan and $8 billion in imports.
The General Authority for Foreign Trade emphasized its ongoing role in enhancing Saudi Arabia’s global trade gains, expanding international engagement, and ensuring the Kingdom’s participation in organizations like the WTO aligns with shared development goals.

The GCC Japan Free Trade Agreement negotiations, led by Saudi Arabia, reflect a broader strategic recalibration in the region’s global trade engagement. As traditional energy trade with Japan remains strong, both sides are exploring ways to diversify commercial ties, deepen market access, and strengthen supply chains.

If concluded successfully, the GCC-Japan FTA would mark a significant milestone, advancing economic diversification and reinforcing Saudi Arabia’s global trade strategy as outlined in Vision 2030.
