Istanbul, Turkey — Saudi Arabian Military Industries (SAMI), a company of the Public Investment Fund (PIF), has signed three major agreements with leading Turkish defense manufacturers. These deals aim to localize land systems production within the Kingdom. Signed during IDEF 2025 in Istanbul, the SAMI Turkish defense agreements signal Saudi Arabia’s intent to fast-track its defense industrial development.
The agreements were signed under the patronage of Dr. Khaled Al-Bayari, Assistant Minister of Defense for Executive Affairs, and witnessed by the Governor of GAMI, Eng. Ahmed Al-Ohali. The deals include:
- Nurol Makina – for the local production of 4×4 tactical military vehicles.
- FNSS – to transfer armored combat vehicle and turret system technologies.
- ASELSAN – to localize turret systems and onboard electronics.
These new capabilities will be based at the SAMI Land Systems Industrial Complex, scheduled to open in Q4 2025. The facility will feature unmanned production lines utilizing Industry 4.0 technologies, including AI, IoT, and robotics.
SAMI Turkish Defense Agreements Advance Vision 2030 Goals
The SAMI Turkish defense agreements are a strategic move aligned with Vision 2030’s localization mandate. SAMI’s goal is to become a global leader in land systems while achieving national autonomy in defense technologies.
The upcoming industrial complex will support advanced manufacturing for armored platforms. This will reduce import dependency and strengthen domestic defense supply chains. Officials expect the agreements to boost local content, transfer expertise, and generate high-skilled jobs for Saudi professionals.
SAMI’s EVP for Land Systems, Eng. Mohammed Al-Hadib described the agreements as “cornerstones of industrial cooperation with Turkey.” He emphasized that the deals reflect the Kingdom’s commitment to deeper regional defense integration.
THE SAUDI STANDARD’S VIEW: Defense Localization Strengthens Strategic Autonomy and Industrial Depth
The agreements signed by SAMI at IDEF 2025 represent a key milestone in Saudi Arabia’s defense localization strategy. By bringing high-tech military vehicle and turret production into the Kingdom, these partnerships demonstrate real progress toward Vision 2030 defense goals.
- Localization as Strategic Leverage: Partnering with Nurol Makina, FNSS, and ASELSAN demonstrates Saudi Arabia’s transition from a defense buyer to a builder. These deals enable the local industry to adopt, refine, and eventually innovate upon global technologies.
- Smart Manufacturing Complex as a Game-Changer: The SAMI Land Systems Industrial Complex will feature AI-driven automation and next-gen production tools. This leapfrogs the traditional path and places Saudi Arabia among the region’s most advanced defense manufacturers.
- Stronger Bilateral Ties: Cooperation with Turkey enhances interoperability and supports supply chain diversification. It also broadens strategic options in regional defense planning.
- PIF’s Strategic Role: As a PIF-backed company, SAMI advances the sovereign fund’s goal of blending economic returns with national security priorities. Defense localization serves as both an economic stimulant and a critical capability safeguard.
In conclusion, Saudi Arabia is not just localizing defense production—it is reshaping its global standing in the military-industrial sector. With support from institutions like SAMI and GAMI, the Kingdom is emerging as a significant defense innovator in the Middle East and beyond.
