Riyadh, Saudi Arabia — The Housing Program, a flagship initiative under Vision 2030, announced that Saudi homeownership reached 63.74% by the end of 2023. This milestone exceeds the target set for the year and marks a 16.7-point increase since 2016.

According to the Housing Program’s annual report, “Empowering You to Own Your Home,” the rise in homeownership in Saudi Arabia reflects continued efforts to expand access to affordable housing. The program integrates housing support, land distribution, and financial tools to empower citizens and drive sustainable growth in the real estate sector.

Expanding affordable housing and ownership options

In 2023, over 96,000 families received direct housing support. More than 20,000 were served through developmental housing pathways, helping lower-income families achieve real estate ownership in Saudi Arabia. The Ministry also signed over 26,000 land product contracts, including 11,000 in the fourth quarter alone.

The Etmam program supports Saudi housing development.

The Etmam program played a key role in boosting Saudi homeownership. It approved more than 800 masterplans and issued over 3,000 building permits. An additional 10,904 contracts were signed under the off-plan sales product, while 10,000 housing units were allocated to developmental housing beneficiaries.

Digital services streamline property ownership.

The report highlighted a range of digital housing services that support housing ownership in Saudi Arabia, including online land contracts, architectural design tools, building permit issuance, and real estate tax certification. These platforms have made it easier for Saudi citizens to access affordable financing and advisory services.

The Housing Program continues to drive progress toward Vision 2030 housing goals, positioning Saudi homeownership as a foundation for economic empowerment. By attracting developers, supporting the private sector, and aligning services with citizens’ needs, the program is helping transform the housing landscape nationwide.
