Riyadh, Saudi Arabia — The Public Investment Fund (PIF) has launched its first global commercial paper program, adding a new financing tool to its funding portfolio. This initiative boosts PIF’s short-term flexibility and complements its long-term capital strategies.

The program allows PIF to issue commercial papers through special-purpose vehicles outside Saudi Arabia. It consists of two sub-programs: the U.S. Commercial Paper Program and the European Commercial Paper Program.

PIF’s program received the highest short-term credit ratings in its category—“P-1” from Moody’s and “F1+” from Fitch Ratings—demonstrating strong market confidence.

Strengthening PIF’s Flexible Financing Strategy

This program expands PIF’s diversified funding sources, reinforcing its role in driving Saudi economic transformation. Commercial papers are widely used for liquidity management across global financial markets. Therefore, this move highlights PIF’s agile, multi-instrument approach to capital raising.

Fahad AlSaif, PIF’s Head of Global Capital Finance and Investment Strategy and Economic Insights, stated:

“The establishment of our CP program reflects the continued strength and depth of PIF’s capital raising strategy; one that is dynamic, resilient, and fit for purpose, aligning funding solutions with our long-term investment priorities.”

Expanding PIF’s Diversified Funding Portfolio

The commercial paper program complements existing instruments in PIF’s portfolio. These include sukuk, bonds, and syndicated loans. In 2022, PIF became the first sovereign wealth fund to issue green bonds, including landmark 100-year green bonds. This underlined the Fund’s leadership in sustainable finance.

Additionally, PIF priced its inaugural international sukuk, successfully raising $3.5 billion. These instruments support the Fund’s liquidity management while advancing PIF global investment initiatives.

PIF holds a strong credit profile, with an “Aa3” rating and stable outlook from Moody’s, and an “A+” rating with stable outlook from Fitch.

Globally recognized as one of the most influential sovereign wealth funds, PIF continues to create new sectors, enable investments, and contribute to Saudi debt market instruments development.
