Riyadh, Saudi Arabia — Saudi Arabia has secured the top global ranking in the 2025 ICT Development Index, issued by the International Telecommunication Union (ITU). The Index monitors digital progress and telecom development across 164 countries.

The Saudi Arabia ICT Development Index 2025 achievement reflects the Kingdom’s rapid advancements in digital infrastructure and connectivity. The Index evaluates two key dimensions: universal connectivity and effective connectivity, based on ten sub-indicators.

Saudi Arabia’s Digital Progress Recognized Globally

The Communications, Space and Technology Commission (CST) confirmed that this milestone reflects Saudi Arabia’s focused efforts to advance its ICT sector. National strategies continue to drive sustainable development, infrastructure competitiveness, and digital readiness.

By 2024, Saudi Arabia’s digital economy had reached SAR 495 billion, accounting for 15% of the country’s GDP. The Kingdom also hosts the largest and fastest-growing ICT market in the MENA region, valued at SAR 180 billion in 2024.

Mobile subscriptions reached 212% of the population, while individual monthly data usage exceeded global averages by a factor of three. These figures underline Saudi Arabia’s leadership in digital access, infrastructure, and service quality.

ITU Index Supports Data-Driven Policies

The ICT Development Index is a global benchmark designed by the ITU to assess digital readiness and infrastructure strength. It provides a transparent, data-driven framework that helps policymakers drive sustainable ICT growth.

Saudi Arabia’s first-place ranking reflects its ongoing investment in digital transformation, which aligns with the Vision 2030 goals. Enhanced infrastructure, improved connectivity, and a competitive ICT sector continue to support economic diversification and global competitiveness.
