Riyadh, Saudi Arabia — Saudi Arabia’s Ministry of Human Resources and Social Development has announced a new classification system for foreign labor permits based on skill levels. The Saudi skill-based work permits initiative aims to boost workforce performance and attract global expertise to the Kingdom.

The new framework divides foreign work permits into three categories: highly skilled, skilled, and basic. This structure aligns with international best practices to improve labor market efficiency, transfer expertise, and support economic innovation.

Classification to Support Vision 2030 Labor Reforms

The decision, issued by Minister of Human Resources and Social Development Eng. Ahmed bin Suleiman Al-Rajhi, focuses on verifying foreign workers’ qualifications and competencies. The updated classification system will improve workforce quality while ensuring alignment with global standards.

According to the Saudi Press Agency (SPA), the reclassification process for existing foreign workers will begin with technical upgrades on June 18, 2025. New foreign workers entering Saudi Arabia will be classified under the new system starting July 1, 2025.

This initiative forms part of broader Saudi labor market reforms under Vision 2030 and the National Transformation Program. It aims to enhance human capital, create a competitive business environment, and increase the Kingdom’s appeal to global talent.
