Riyadh, Saudi Arabia — Saudi Arabia ranked first globally in international tourism revenue growth for the first quarter of 2025, outpacing every other country in the UNWTO’s latest World Tourism Barometer. This milestone highlights the scale and speed of Saudi Arabia’s tourism sector transformation under Vision 2030.

According to the May 2025 report, the Kingdom also recorded the third-highest growth worldwide in international tourist arrivals compared to Q1 2019. In the Middle East, Saudi Arabia ranked second for the same metric.

Saudi International Tourism Growth Reflected in Arrival Surge

Saudi Arabia welcomed 102% more international visitors in Q1 2025 than in the same quarter of 2019. That figure significantly outpaces the global average of just 3% and the Middle East regional average of 44%, suggesting that the Kingdom outperforms many of its peers in post-pandemic recovery and sector expansion.

The scale of this growth illustrates increasing global interest in the country’s evolving tourism offerings. The data includes travelers entering for business, leisure, religious, and cultural purposes. However, specific breakdowns by purpose of visit remain undisclosed.

Vision 2030 Tourism Growth Drives Revenue Surge

The surge in arrivals correlates with a sharp rise in international tourism revenue. Although the UNWTO report did not publish country-specific revenue figures, Saudi Arabia’s top global ranking in revenue growth signals heightened international spending in its hospitality and service sectors.

This trend aligns with Vision 2030’s emphasis on economic diversification. Tourism is a key pillar for reducing the Kingdom’s dependence on oil revenue. New infrastructure, relaxed visa policies, and international promotional campaigns have been integral to these efforts.

Regional and Global Positioning

Saudi Arabia’s performance reflects broader trends of tourism recovery in the Gulf and wider Middle East. Still, its ranking at the top of global revenue growth sets it apart. Only a handful of countries matched or exceeded the 100% increase in arrivals, placing Saudi Arabia at the center of global tourism discussions for Q1 2025.

While the long-term sustainability of this growth remains to be assessed, the current data positions Saudi Arabia as both a regional leader and a global outlier in tourism sector acceleration.

The Saudi Standard’s View: Saudi Arabia’s Tourism Surge Validates Vision 2030 Momentum

Saudi Arabia’s emergence as the global leader in international tourism revenue growth in Q1 2025 reflects a pivotal shift in the worldwide travel landscape—and a decisive validation of the Kingdom’s Vision 2030 tourism strategy. As confirmed by the UNWTO World Tourism Barometer, the Kingdom’s performance is not just competitive but transformational.

Tourism is now a pillar of global competitiveness

Saudi Arabia’s 102% growth in international tourist arrivals, compared to Q1 2019, far exceeds global (+3%) and regional (+44%) benchmarks. Ranking first globally in tourism revenue growth and third in arrivals growth, the Kingdom demonstrates that its hospitality infrastructure, regulatory reforms, and promotional campaigns are delivering results on a global scale.

Vision 2030 objectives moving from policy to performance

This surge reflects the success of key Vision 2030 initiatives, including the Saudi Tourism Authority’s international outreach, the Kingdom’s investment in giga-projects such as NEOM and the Red Sea, and the expansion of aviation connectivity and e-visa access. These measures have turned policy frameworks into market realities.

Strategic leadership in the Middle East and beyond

As the second-fastest growing destination in the Middle East, Saudi Arabia is driving regional tourism recovery and positioning itself as a top-tier international destination. Its rise enhances the Middle East’s global travel profile while reinforcing Saudi Arabia’s leadership role.

Tourism’s economic dividends extend beyond leisure

The influx of visitors contributes directly to job creation, SME growth, and the non-oil GDP share—all core Vision 2030 objectives. Tourism is no longer a supplemental sector but a national engine of sustainable economic development.

Saudi Arabia’s record-breaking tourism performance sends a clear message to global investors, travelers, and partners. The Kingdom’s transformation is real, measurable, and accelerating. With continued investment, coordinated policies, and expanded cultural outreach, Saudi Arabia is positioned to lead the future of tourism in the region—and beyond.
