Riyadh, Saudi Arabia — The Zakat, Tax and Customs Authority (ZATCA) has reached Level 5 maturity under the AXELOS P3M3 framework, becoming the first Saudi government entity to achieve this top-tier project, program, and portfolio management rating.

The milestone was announced on July 29, 2025, and it reflects ZATCA’s strong project execution and alignment with Saudi Arabia’s Vision 2030 goals for public sector transformation.

P3M3 Level 5: A Mark of High Institutional Capability

Earning ZATCA Level 5 project management maturity confirms the Authority’s excellence in resource use, stakeholder engagement, financial oversight, and corporate governance. This top rating signals that ZATCA uses structured, repeatable methods to ensure program success over time.

P3M3 (Portfolio, Programme, and Project Management Maturity Model), developed by AXELOS, measures how well organizations manage complex projects. Level 5 is the highest possible score, showing world-class project governance and oversight.

This certification validates ZATCA’s ability to lead key national projects, such as fiscal policy reforms, customs modernization, and digital service upgrades—each supporting Saudi Arabia’s broader development goals.
